These exist, and are commonly used in Scandinavia.  Here in North
America there are a couple of companies making what are sometimes
referred to as side flags.  See the following links for examples.

http://www.bumm.de/index-e.html on the left click on Reflectors then
Addition Reflectors to get to the right page.   This is a typical
European model from a German company.  I have seen these for sale in the
US and have one of these.

http://www.flashback.ca/products/accessories.html this is a Canadian
company.  When I lived in Boulder we bought a bunch of these as a
promotion.  I still have a couple of these around.

-impression/  I just found this one on the web, no info about where to
purchase these, though.

While these only extend 1.5 to 2 feet from the bike, that's about all
you need to keep[ people 3 feet away since they will shy away from the
end of the flag.  I would be happy to lend one of the side flags I have
to anyone interested in trying these.  

If people are interested in promoting these, maybe we could find a
sponsor to purchase a bunch as Bike To Work Week giveaways to get a
critical mass so to speak of these in use to get the concept to catch
on.
