I (as will many posters on BikeForums) will second the Fenix L2D Premium:

The L2D with its 107 lumen "general" high setting is a slightly better
choice than the LD20's 94 lumen; but most bicyclists run either of these
lights in their identical 180 lumen "Turbo" mode.

If you helmet mount this light and take your helmet with you, you solve the
theft problem.  You can easily direct the light to where you need it to
avoid dazzling someone, to see ahead into turns, to wake up daydreaming
motorists, etc.  The rapid strobe setting is useful in daylight.  Then mount
a Planet Bike Superflash on the rear of your helmet and you have a basic
night riding light setup that you can easily take with you rather than leave
on the bike.

An ANSI class 2 or 3 vest that fits over anything from a T-shirt to a heavy
winter jacket completes the outfit and garners numerous Fred points
throughout the seasons.
