I would second Darin's suggestion and add to it. I would characterize the
officer's behavior as abusive and illegal. He was driving dangerously, he
was ignorant of the law, and he stopped you to complain about your desire
that he obey the law. Therefore, I would write the interim police chief,
cc the Mayor, indicating that you are writing to file a complaint about an
individual police office in the Stoughton Police force.

Their web site has a lot of useful information - you'll be able to
identify the officer by name. They only have 24 police officers. There is
a group shot as well as individual photos of each police officer on the
City web site. See below.

You say it would cost a lot of money to hire a lawyer and you'd lose
anyway... I think that a complaint, well framed, will get people's
attention. Bullies generally rely on the fact that people don't usually
stand up to bullies. Mayors don't usually like to hear things like
information that their police officers are pulling bicyclists over to
berate them. Especially in a small town like Stougton.
