I recommend that you bring this to the attention of the Mayor and the Police Chief. Based on your description, some training is required. Hopefully, the Officer will consider this a learning experience but if, unhappily, he does not, your email will constitute a public record and notification to the City that there is a personnel issue that they are responsible for.
