Who are the "they" that you are talking about?  Car commuters?
 Transportation planners?  City officials?
Your dialog may be different with each naysaying group.

I recommend that you find a biking group in San Francisco and pose a
similar question to them.
You could also reach out to the League of American
Bicyclists<http://www.bikeleague.org/>(LAB).  They love data and
advocating for bike commuting in the states (and
beyond, I would bet).
