I used to bike out to High Point Road to see my doctor, and the grade on Old 
Sauk was a killer (not literally!) for me. I started using Stonefield Road as a 
detour. (But Old Sauk was really great in the other direction). 
I've never had problems with King St., strangely enough, but it is a classic 
example of a steep hill in Madison. Back in the days when our transit system 
consisted of horsecars, the rail company kept a horse at the bottom of the hill 
to add horsepower for the climb.

Who are the "they" that you are talking about?  Car commuters?  Transportation 
planners?  City officials? 
Your dialog may be different with each naysaying group. 

I recommend that you find a biking group in San Francisco and pose a similar 
question to them. 
You could also reach out to the League of American Bicyclists (LAB).  They love 
data and advocating for bike commuting in the states (and beyond, I would bet).

If you count the surrounding area (ridden by many cyclists in Madison) my 
GPS-bike computer registered highest on Timber Lane just south of Mauer Road, 
at 21% grade. This is the highest I've seen, including my riding on Forest 
Service roads in the North Cascades, OR!

Don't know whether it's the steepest grade in the city, but Old Sauk Road 
between Old Middleton and Ozark Trail is about 12%. And I curse it every day.
