I believe this setting is for forcing the toolbar to be on top of other
windows, not at the top of the script.  It could probably more properly
convey its actual meaning if it were named "toolbarAlwaysOnTop" or
something.

When I originally installed and was configuring blackbox I pulled the RC
description from bb.themes.org's user guide, reformatted, and reworked some
of the descriptions so that I would have a more accurate reference.  I
emailed Brad telling him where it is (http://shoebox.net/blackboxrc.txt),
and that it would probably be helpful if it were included with blackbox, but
he never responded.

AFAIK, this is to support the "New Workspace", and "Remove Last" options in
the workspace menu, as well as changing your style.
