What version are you using? If I remember correctly, the ability to move the
toolbar around was not introduced until the alpha series (0.60.0).

If you made a change to some configuration value while you were running
blackbox (such as adding workspaces), wouldn't you expect that change to
still be in effect the next time you start blackbox? Well if bb didn't write
that change to its config file, then that change would be lost.
