I decided to install Thunar and xfce4-settings-manager and investigate.
Only icon themes that seem to have all needed icons for Thunar are gnome
and lxde.
For xfce4-settings-manager, the screensaver icon is not pretty with
oxygen: a screen in fire.
For Thunar, oxygen does not provide "file system" nor "network" icons.
Adwaita misses these and also "directory" icons. Of course, they have
these icons, only not recognized by Thunar.
Ekiga did build and work fine without gnome-icon-theme*.
Therefore, xfce needs gnome or lxde icon-themes.
