Been there, done that : in previous versions a new point release of
the same minor version didn't need a newer QT.  This one is
different - I thought I put that in the book's changelog, and the
details are certainly in the ticket for 5.12.1.

I confirm:
recompiled qt-5.12.1, install it.
THEN qtwebengine-5.12.1 compilation just completed
and is successful.
(no patch applied on 5.12.1, but I am x86_64).

There is a mandatory dependency between qwebengine-5.12.1
and qt-5.12.1.
