I confirm: recompiled qt-5.12.1, install it. THEN qtwebengine-5.12.1 compilation just completed and is successful. (no patch applied on 5.12.1, but I am x86_64). There is a mandatory dependency between qwebengine-5.12.1 and qt-5.12.1. -- seen "Linux from scratch" and looking for ISO files www.osukiss.org
