I'm not using fluxbox anymore, but I have 1.3.7 installed and I started
a session to test. I had not set a background. On a style named "Verde"
I put

background: fullscreen
background.pixmap: /path/to/file.jpg

in theme.cfg, restarted fluxbox and it worked. I have feh-2.14.1 .

In my ~/.fluxbox/overlay there are the lines

! The following line will prevent styles from setting the background.
!background: none

Do you have it commented too? Does the problem exist on all styles
or only on custom ones?
