I tried to find your "Verde", but the download is gone.

I put

background: fullscreen

I have photos, so to keep them from distortion I use "aspect".

background.pixmap: /path/to/file.jpg

I use "~" in the path, and I see that in init so it must be OK.
Otherwise, it's all right. The colors and decorations change as they
should.

in theme.cfg, restarted fluxbox and it worked. I have feh-2.14.1 .

Not here. Could it have anything to do with GTK-2 config? I've never
done anything with that.

To clarify, I put the background and background.pixmap settings in the
style's theme.cfg. There are styles that consist of a configuration
file only, named as the style's name and others that consist of
a directory named as the style's name which contains theme.cfg.
Some have a pixmaps subdir. Verde is the latter case.
That is irrelevant to GTK, as GTK is irrelevant to fluxbox.

In my ~/.fluxbox/overlay there are the lines

! The following line will prevent styles from setting the background.
!background: none

Same here.

Do you have it commented too? Does the problem exist on all styles
or only on custom ones?

None of the fluxbox-supplied "system" themes have backgrounds.

I meant "if you put the background settings in those fluxbox-supplied
system styles, do they have effect, or they fail like they do in your
custom styles?"

Since Verde is a third party style, I tried to put the background
settings in some fluxbox-supplied ones. When I change the style through
the menu, the setting 'session.styleFile' in ~/.fluxbox/init changes to
the currently selected style and all style aspects change except the
background. For the background to change following the style's settings,
fluxbox has to be restarted and under some conditions which I'm not
aware of, ~/.fluxbox/lastwallpaper has to be removed before the restart.
