I think you can also use JAWS for the first half if you are upgrading.

Does anyone know if Narrator is available at any point during a Windows 7
install?  I thought I heard that Narrator could be turned on about half
way through a Vista install using Windows + u.  Perhaps pressing Alt + n
would be necessary as well?  I have not installed either, so I have no
personal experience.
