Hi Anna, What program is it, what is the name of the folder, & where is the program located? It sounds like the program wasn't totally removed. You can try opening the Windows Task Manager, alt, control, + Del, go to the Processes Tab, tab 1 time to get into the list of running processes, arrow down the list to see if you can find the program that's causing the problems, & if you find it, with the program highlighted tab to the end processes button & press enter or spacebar to stop it from running.
