It sounds like the program wasn't totally removed. You can try opening the Windows Task Manager, alt, control, + Del, go to the Processes Tab, tab 1 time to get into the list of running processes, arrow down the list to see if you can find the program that's causing the problems, & if you find it, with the program highlighted tab to the end processes button & press enter or spacebar to stop it from running. Once it is stopped from running you can try deleting that folder. Hope this helps. Take care. Also you can't delete something that is running or in some way being used by another program or process.
