The security chip you need to open the locked door is on level 8, I believe.
I could be wrong, but if you kill everything on level 9 before the door and
there's no chip, then it was on level 8. The elevator is the way out of the
level, after you deactivate the experiment. Be sure to grab a certain other
object in the hallways before using the elevator. You can duck down the
elevator passage, or the one across from it immediately after entering the
level if you need to. No, it is by design that you can not save the game on
level 9.
One last piece of advice: Kill just about everything.
