Hi Allan,
That isn't always true to expand on a game after it is finished. If the 
game were to have custom tracks and then the engine would have to be 
totally designed from the start to support a track editor.  Not only 
that the game engine would have to use different effects, have 
exceptions for all sorts of conditions, and it is a real pain to do let 
alone go back and add it later. To go back and some of these changes is 
called rewrite.
