Rob, Be VERY CAREFUL when cutting that hole. What did the drum contain? Is there any possibility of fumes that could explode when heated? You might want to consider filling the drum with water before cutting the hole to eliminate the possibility of a disastrous outcome.

Just revolve it around until you cut through the metal if it becomes dull use another sharp nail. You can get metal cutting blades for a Jig Saw and circle cutting tin snips also nibblers if you have a compressor. Also there are things called trammels which have points both ends which boiler makers use for marking out circles. But for a one off cut try the wood and nail trick. What you did not say is how thick this sheet metal is you are trying to cut. If it is really thin like sheet copper you could use scissors.
