I have no idea why heat pumps would be installed high up on a wall except that this is a good location for cooling. Now your climate is relatively moderate I understand, maybe heating isn't a major issue. Mostly here, we would have a central unit mounted in a basement or a closet with a forced air system to deliver the heat or cold through a network of ducts. This might, in a more sophisticated system include ceiling ducts for cooling and floor ducts for heating. It might use heated fluid under floors for heat and ducted air overhead for cooling.
