About the best 'R' value you can get from double glazed windows even gas filled is about R3. Triple glazing with an inch or more space will improve on that some. The big deal is air leaks. The better the windows fit the less leakage. Good air tight installation and good sealing windows will really help energy savings and improve comfort. If the storm windows fit well and control air infiltration you may not save all that much but the convenience is also something to be factored in.
