Thanks Dale.  I doubt there's a true right angle anywhere in this house.
It's nice, we put a lot of work and money into it, but it has settled some,
and doing this probably makes sense.

About the best 'R' value you can get from double glazed windows even gas
filled is about R3. Triple glazing with an inch or more space will improve
on that some. The big deal is air leaks. The better the windows fit the less
leakage. Good air tight installation and good sealing windows will really
help energy savings and improve comfort. If the storm windows fit well and
control air infiltration you may not save all that much but the convenience
is also something to be factored in.

I don't really know how to calculate the heat loss for an old double hung 
with storm VS a double pain, but there are lots of claims out there that 
say the difference is significant. Although, a lot of those claims are 
coming from the windows sales people. *GRIN*

This kind of thing does tend to increase the value of the house, but only 
by some fraction of the original cost of the windows. So, between getting 
some back via a home sale, and saving some on heating bills before you 
sell, it probably comes out in the wash before too many years.

I think you are out of luck on the tax credit thing. I am pretty certain 
that was only in place for tax years 2006 and 2007. I actually knocked 
400 bucks off my tax bill last year because we installed an efficient door 
and new hot water tank and furnace.

The maximum credit was 500 bucks. But like I said, I don't believe you 
can get that credit anymore.
