I don't know if it would belike cutting 1/8 inch vinyl. A few years ago we cut some using a hack saw blade. Yes, the stuff can be really hard. It may not come fully away but you can then just run the blade along the holding bit to separate the pieces. I used to have a hooked knife with a carbide tip for scoring laminate which worked well for that sort of thing. You might be able to cut it with a jig saw particularly if you have an orbital variable speed one that you can slow fully down. Heat is your enemy with a power tool. Another possibility might be a sheet metal guillotine.
