Today, we have elected the National Council, the highest decision making body of the Mission, in accordance with the Constitution. The next step of forming the National executive will be achieved soon. The constitution envisioned a structure where people and chapters that are active will have a larger say in the decisions of he organization. This is meant for 1) To encourage new and idle chapters and members to do more activities 2) To appreciate the efforts of people contributing towards the organization. 3) For democratic setup that encourages work 4) Have time to observe a new chapter, as a check against anti-social elements entering BM A copy of the Draft Constitution, as on 26th Jan 07, is attached (sending once again) with this mail. I sincerely Request each of you to PLEASE READ AND UNDERSTAND IT . Please read the FAQ at the end of this mail for more details. With this we enter a new phase of organizational framework, towards a stronger organization. Regards, Moderatorbm, On behalf of central team (dissolved now). Likely FAQ on this issue: * What is the National Council -------------------------------------------- According to the Constitution, it is the highest decision making body of Bharat Uday Mission. It consists of one representative of each "Active" Chapter of the Mission. * What happens to the central team and other teams ---------------------------------------------------------------------------- The central team stands dissolved. However the other teams of the mission (details ahead in FAQ), will continue to work. So the day to day work in the mission will not get affected. The other existing teams will work under the directions of National Council henceforth. * What happens to moderatorbm ----------------------------------------------- For long [EMAIL PROTECTED] has been unofficially recognised as the "administrative head" of BM. The authority of moderatorbm stands dissolved, however modertorbm will be available for help (under directoins of National Council) till National Executive is formed and till National Council wants it to continue. * What happens to all yahoo/google groups -------------------------------------------------------------- They continue as mediums of communication ONLY , but NO LONGER stand for "membership" of BM. Membership of BM will be as per the constitution. * What is the National Executive ------------------------------------------------ National Council will choose the National Executive from among its members asap. The N.E. will look after day-to-day work of the Mission and will have full decision making powers, subject to a "veto" by National Council. N.E. will include a "General Secretary", "National Treasurer",and Joint Secretary(ies) in the beginning. * What is an "active" Chapter ------------------------------------------ The constitution defines an active chapter. You must have READ THE CONSTITUTION to understand. Henceforth the National Council will decide whether a chapter is active or not. To begin with, the "central team" that had existed before had asked chapters their details and from those details we selected the "first set of Active Chapter". WE WANT THAT ASAP, ALL CHAPTERS BECOME ACTIVE CHAPTERS. The constituent assembly is currently discussing an amendment to provide non-voting membership of National Council to all the other chapters. Following chapters are being put UNDER IMMEDIATE CONSIDERATION of National Council for giving the status of "active chapter" *:* Aurangabad , Bhopal, Mumbai, Sonepath, Ujjain. Riverside (USA) chapter has sent its information, but it is considered as a "remote chapter" as per constitution. * Which chapters sent information, who are their chpater executive members? ---------------------------------------------------------------------------------------------------------------- View the document at http://spreadsheets.google.com/pub?key=p2OxNTK5lZ7Se6ku8_Bx8dQ * What are the benefits/responsibilities of being an active chapter -------------------------------------------------------------------- Benefits: * Voting representation in national council * will get a certificate-of-chapter/certificate-of-authorised-signatory from "Bhumi" organization and would be able to do operations "legally" in its name (including using letterhead, seal, issuing receipts for money, etc) Responsibilities: * Will have to comply to all legal requirements of being a part of organization "bhumi" as well. * Will have to energise other chapters and try to include as many chapters as "active" chapters. * Support the new/idle chapters in their activities. * Who are the members of National Council --------------------------------------------------------------- Active Chapter Representative Contact ------------------------------------------------------------- Bangalore Ramji T [EMAIL PROTECTED] , 9900165574 Chennai E Gyan [EMAIL PROTECTED], 9444186821 Delhi Vikram B [EMAIL PROTECTED], 9310610006 Gwalior Rahul T [EMAIL PROTECTED],9425724603 Nashik Aditya G [EMAIL PROTECTED],9822507135 Pune Abhijit K [EMAIL PROTECTED], 9960139666 NOTE: 1) This List is NOT EXHAUSTIVE. 2) This list is OPEN FOR ADDITIONS, subject to: A chapter sending the details of active, associate members and details of their activities to existing national council and the council approving the entry of the chapter into itself. * What is BM_NationalCouncil yahoogroup -------------------------------------------------------------- It is a medium of communication for National Council Members. It is publicly readable for all (in accordance with the principle of Transparency in organization). ** Why is my chapter not represented in the National Council* ---------------------------------------------------------------------------------------- Check out if You had sent the chapter information (including active/associate members and activities) to [EMAIL PROTECTED] so far. * If you did not send the info, that's the reason. If chapters are not being attentive to reasonable requests for information about themselves, there is little that can be done. * If you had sent the info, then 1) Either your mail was not noticed by human error. In this case PLEASE send a mail to [EMAIL PROTECTED] and bring this to their notice. 2) Or central team (few months back) felt that the chapter was not active. In this case also, you can send a mail again to [EMAIL PROTECTED] and complain! Its your right !. Every chapter has a right to demand consideration as an active chapter. Overall Please Understand, that this is bound to be a SUBJECTIVE process. Please be patient and have trust among ourselves and our un-biased opinions, according to accepted rules. We expect that very soon All the chapters that are doing activities shall be represented on National Council. * All that is fine, but where is the action plan for BM? ----------------------------------------------------------------------------------- Now that we have a legitimate, Properly defined organizational strcture in place, these things can be defined and implemented better. The National Executive/Council will define the action plan and get it implemented. * What is constituent assembly, who are it's members ------------------------------------------------------------------------------- BM_Constitution yahoogroup was formed with one representative from EACH CHAPTER (irrespective of its strength and age). This body has created the constitution. Hence it has been created democratically. In accordance with accepted procedure, the body was pruned down to 6 members after the draft of constitution was ready. The current members are: Dr. Prahalathan K (Chennai) - Convener, Abhijit K (Pune) - Co-convener, Dr Kamal Kishor Sharma (Ahamadabad, Administrative issues representative), Sunil Sisodiya (Aurangabad), Ganesh (BM Usa), Amit Karande (Legal advisor, his candidature is subject to his own will). This body will keep fine tuning the Constitution as per the need and recommendations of National Council. * What are the other teams that are working --------------------------------------------------------------- 1) The Information team ([EMAIL PROTECTED]) coordinated by Saurabh Bharat ( [EMAIL PROTECTED], 9993049959, Gwalior chapter) 2) Internal Policy making team, coordinated by Muruganandan (Bangalore Chapter, [EMAIL PROTECTED],9986159659), 3) Constituent Assembly (An autonomous body) - Coordinated by Dr. Prahalathan K ( [EMAIL PROTECTED] ,9884188016, chennai chapter) 4) A recently formed team under Avik Sarkar (Mumbai chapter, [EMAIL PROTECTED] , 9820267763) is working on compiling all the activities done by BM so far. 5) Finance team, coordinated by Rishikesh Y (Pune chapter, [EMAIL PROTECTED], 9881466245) is working on consolidating all the accounts of all chpaters in BM. It will hand over responsibility to Treasurers in chapters and N.C, and will be dissolved. All these teams did their work at http://groups.google.com/group/bm_coordinators a publicly readable group. * I don't like some provisions of the constitution! --------------------------------------------------------------------- Please write to Dr Prahalathan and National Council members. You can also discuss freely on [email protected] . A posting has been made there for general discussion among BM members. * Is the constitution final? ----------------------------------- Both writing the constitution and implementing it are continous processes. The constitution has amendment provisions. So it is not rigid. The current document will undergo changes as per the needs of the organization. * What about the other provisions of the constitution --------------------------------------------------------------------------- Other provisions like Election authority, Keeping records, etc. will come in existence gradually. The speed of implementation is in OUR HANDS, the faster we act, the faster it gets done. * What about "Bhumi" organization registered in Chennai? ------------------------------------------------------------------------------------ The National Council will take a decision on replacing the existing executive of "Bhumi, chennai" to reflect the National Character of BM. (currently it consist of members of chennai chapter, for practical reasons). Other practical issues like Bank accounts are getting worked out soon. It will take "some" time for the active chapters to get "Certificate" of a chapter from "Bhumi". The time depends on how fast National Council acts, and government authorities co-operate. * What is the exact relationship between "Bhumi" and Bharat Uday Mission ----------------------------------------------------------------------------------------- ------------------ In the arrangements so far: We needed "legal presence" for lot of activities. Hence "registration" as some organization (political or non-political) was necessary. National meet decided for immediate registration as a society. "Bhumi" registered under Tamilnadu Societies Act, is for that purpose. As we all know, Bharat Uday Mission does not exist by registration under any law (Clarification: That does not mean we are illegal :) ). The Constitution (attached) is for Bharat Uday Mission. "Bhumi" has a separate constitution for the sake of legal reasons (sending in a separate mail soon). "Bhumi" will always serve the purpose of Bharat Uday Mission. It's control will be in the hands of National Council of Bharat Uday Mission. We will be using it for purposes, where we need to show a legal existence. "Bhumi" (the name is acronym of Bharat Uday Mission) will serve as the representative organization for BM family. All activities of "Bhumi" will always be under the bigger Banner of Bharat Uday Mission. * Where is a compilation of All information about BM kept ----------------------------------------------------------------------------------- It is being made and will be made publicly available soon, in the form of Google-Documents (publicly readable). == 2 of 2 == Date: Wed, Feb 28 2007 11:01 pm From: "Moderator BharatUdayMission" Dear members of the Mission, It gives me great pleasure to announce another milestone in the Consolidation of the Mission as an organization.
