That's an implementation plan, not an explanation. It mentions what database fields will be added, "explains" algorithms with pseudocode (that doesn't actually seem much simpler than the equivalent C), has enough mathematical formulas to look like a short academic paper, etc. What everyone here is asking for is documentation on how the new credit system works, in a way that advanced BOINC users would understand.
