I've tried your described setup and it seems to be working here. You may have some old configuration/generated files that need to be deleted. Try deleting

    libs/ntp/doc/autodoc.boostbook

This didn't exist. I'm guessing that's part of the problem.

    bin.v2/libs/ntp/doc

I deleted all of bin.v2.

Assuming these directories are entirely generated in the process, you may also want to delete

    libs/ntp/doc/html
    libs/ntp/doc/xml

These didn't exist.

I deleted bin.v2 and rebuilt but nothing changed. Still no Tutorial
content and the reference section looks just like the reference section
for xpressive. Obviously there's some state kept in a deep-, dark
corner that I can't find.

If jam is supposed to provide a build environment, why would I ever
have to delete build state to have a change take effect?

This has been going on for six months now and is preventing me from
opening up NTP for comments so that I may eventually submit it. I'm
at a total loss for what to try next.
