I've tried your described setup and it seems to be working here. You may have some old configuration/generated files that need to be deleted. Try deleting

    libs/ntp/doc/autodoc.boostbook

This didn't exist. I'm guessing that's part of the problem.

    bin.v2/libs/ntp/doc

I deleted all of bin.v2.

Assuming these directories are entirely generated in the process, you may also want to delete

    libs/ntp/doc/html
    libs/ntp/doc/xml

These didn't exist.

I deleted bin.v2 and rebuilt but nothing changed. Still no Tutorial
content and the reference section looks just like the reference section
for xpressive. Obviously there's some state kept in a deep-, dark
corner that I can't find.

I don't know what to suggest. Are you doing this from within the boost tree, or from a separate directory? The times I've tried to use bjam from a separate directory have been frustrating, as configuration mistakes manifest in mysterious ways. If you haven't already done so, maybe you could move everything into the boost tree and see if your problem remains.

If that doesn't fix your problem, perhaps you could send us your user-config.jam. Maybe there's a problem in there, somewhere.

Running out of ideas,
