I don't use the planner over much at present due to its limitations;
however, the features I'd most like to see incorporated are:

 1.  Recurring appointments in their various flavours of recurrence, eg
daily, weekly, lunar monthly etc.

 2.  Set the start and end time of an appointment so that overlapping
appointments can't be set.

 3.  Ability to easily skip to the next appointment - the present facility
is inadequate as it only allows you to go literally to the next appointment
and not past it, ie this should be a continuous, relative next appointment!

 4.  I know that you are only looking at synchronising with Outlook but, for
me, synchronising with Lotus NOtes would be much more useful since this is,
unfortunately, what my company uses.  If you can't synchronise with Notes,
some form of export facility would be useful, eg a .csv file, so that it
could possibly be imported into Notes.

 5.  More flexible reminder system, eg allow reminders more than two hours
in advance which, from memory, is the current maximum.
