You have a few choices, you can inspect all of those parts and re-solder any that look suspect. Small to very small iron and either a drop of electronics flux
You might also take a plastic stick and gently touch/press the top of every part on the board one at a time to see if the pump starts. If it's really a bad solder joint, that might be enough to locate it.
