You need to do these tests with the machine on and the 117 exposed, please know what you're doing before jumping down this rabbit hole.

The PID tells the SSR to turn on and off. If you have a meter, look at the input side of the SSR when it's to hot and should be turned off to make sure that the voltage is zero.

Does the later brewtus still have the boilers set to steam priority? If the machine is cold, do both boilers heat at the same time?

If steam priority, what is the voltage across the SSR input when the machine is cold?  If it's zero, the SSR is likely bad. If it's voltage then the PID is likely bad.

Disconnect and insulate one of the leads from the PID to the SSR, if the brew boiler still heats, it's almost certain the SSR is bad.
