Well....i have a quick question here

How do you define a "low value Job" ?

I'd have thought that when looking at a community as a whole...there is no 
such thing.  All jobs are of value.

As an example, if your local trash collection workers, and your local 
politition stopped working for a couple of weeks, which would you miss the 
most?

The way i see it untill our attititudes towards the "responsibility of work" 
change, then there is no hope of improvement.

Another subject muted was the idea of amature politics...

Now in some parts of the world, this takes place. As long as there is multiple 
levels of redundancy, and double checking, it seems to work ok. You could have 
a structure something like the following.

An elected leader.
Then a group of 3 elected, with a comulitive power and authority equal to the 
one above.
Then a group of , say, 6 elected, again with a comulative power of the 3 
above.
This way everyone is kept in check, no one person can make a complete hash of 
things, or over power the whole assembly.

And as far as skils go, you have a fully trained office of public staff that 
is available to them all as advisors, pretty much the same way as judjes work 
throughout most of europe.
