IIRC, sanitation engineers are highly paid relative to other similarly skilled tasks, due to the lack of people who want to take those roles. (No references to cite, sorry. Anyone?) Anyone on welfare or employed by the government - like those sanitation engineers - would be unhappy when the paychecks stopped due to a lack of politicians to agree on budgetary matters or renew contracts.
