This is actually a myth propogated by the far-right fringe of our country.
 They like to think that there is justification for not paying taxes by
avoiding social services.  As it is, there is no statutory basis for this
myth, and failure to pay taxes for any reason can very likely produce a
visit from the IRS, and eventually jail time.
