There are thousands of people who bought computers preloaded with 
Windows (adding to the price) even though they had no intention of
ever using the software on that computer, as they immediately wiped
the hard drive and loaded another OS, such as Linux.  They could not
get the same computer without Windows preinstalled due to rather strict
deals Microsoft enforces with computer vendors, though this may have
relaxed a little in the recent past.
