Didn't I hear somewhere that the rebate was something that the Dem's insisted
upon?  That Bush & Co. fought it at first but then adopted the idea as there
own and spent millions of dollars sending out fliers that take credit?  I
could be wrong, I believe that I heard that blurb on a radio show.
