Well, yes and no.
The Democrats proposed a rebate largely instead of a tax cut. This way,
you'd get your money back this year - but only for this year. In other
words, it was political cover.
The principles behind the rebate, however, were good ones - and the
Republicans naturally adopted the rebate as part of their overall tax cut
package.
