I don't think so.  If you were contemplating doing damage to the
*people* who leave their cars illegally parked in fire lanes, that might
be sociopathic, but I think that fantasizing about minor property damage
doesn't qualify.  (Especially when the object vandalized could lead to
loss of property or even life -- if the kitchen at the Outback
Steakhouse near us started to go up on a Friday night, the people who
park their SUVs in the fire lane could be responsible for a heck of a
lot more damage than just a scratch on their vehicle's paint job.)

OK, actually *acting* on that fantasy would be sociopathic.  :)

(And I think it's spelled "cyanide" in English, but that's minor.  I
think it looks a little more sinister that way than the way you spelled
it, but that might just be me.)
