The viewpoint of the government of Israel is that the bombing was directed
from that police station. They feel that the Palestinian police provide the
leadership and the know how to accomplish at least some of the bombings.
They do have a fairly decent intelligence operation, so it is quite possible
that this understanding is well founded. (I'm trying to choose my words
precisely here...)

The view of the government of Israel is that their choice is to either sit
back and let their people be killed without harm coming to those directing
the attacks or to hit back at those directing and/or allowing the attacks to
take place. I'm not saying I concur with their policy, but it is one that
can be understood.
