If he is a war criminal (and from that incident you described, he might very
well be one), why is there no international arrest warrant out for him? Why
are we not putting him in the cell next to Slobodan Milosovic?

Speaking of jails: how about Israeli civilians in the Occupied Territories?
Is the Israeli government doing anything to prosecute and jail Israeli
settlers that kill Palestinians?

If it was basically everything he wanted, Arafat would have accepted the
offer. The only possible conclusion therefore is that the offer was not
everything Arafat wanted.

Hm. Not sure about Sharon, but I do not think of Arafat as a war criminal.
That would place him in the same category as people like Milosovic. The US
does not want to associate with war criminals, so Milosovic was never
invited to the White House -- Arafat was. Neither Sharon nor Milosovic
received the Nobel Peace Prize -- Arafat did (1994).

(Admittedly, so did Shimon Peres and Yitzhak Rabin.)

That places Arafat in the same category as people like Nelson Mandela,
Mikhail Gorbachev and the 14th Dalai Lama, and organisations like Medecins
Sans Frontieres, UNICEF, and, hey, look what we have here -- the
International Campaign to Ban Landmines... (sorry, could not resist).
