He bombed a federal building. There was an IRS office in the building,
but that wasn't his prime motivation or anything.
The building housed a day care for children of federal employees.
Children were killed by that bomb.

The OC bomber looked upon the deaths of the children as "collateral
damage". He indicated no remorse over those deaths.
