If someone's behavior is bad enough to warrant punishment, then by definition it should have prompted online discussion anyway, by which point any record of private admonshments should become moot. I think that respect for the admonisher and admonishee demands such communications be private. OTOH, having to cc the listowner might make admonishers think twice about sending needless admonishments. But then, the potential wrath of the admonishee might have a similar effect.
