This is a case of bad phrasing, actually. I do not mean that we should keep 
complete records of all calls ever made on someone. Rather, informing the 
listowners would be necessary so we have a complete record of what happened 
with regard to a specific case.

OK, this probably still does not make much sense. Explanation by example.

Poster X shows misbehaviour, and is called on it off-list by poster Y, who 
forgets to inform the listowners. Poster X continues his misbehaviour, and 
Y asks the listowners to give X a public warning. However, according to the 
procedure (as I have given you a draft proposal for), the listowners can 
not give X a public warning because as far as they know, X has never been 
given an off-list warning (as dictated by the procedure).

I do not see any need to post the Etiquette Guidelines every week. They may 
need to be posted occassionally to remind people of them, but that should 
happen no more than a few times per year. The Etiquette Guidelines can be 
read on-line at any time at www.Brin-L.com.

I plan to put the Constitution (latest edition plus comments) on my website 
sometime in the next few days. I will let you know when it becomes available.
