You could have the cable twisted backwards on one of those drives. Use the
red stripe on the ribbon cable to show which way it should be plugged in.
Also, the 2 hard drives should be on the same cable. Putting a harddrive on
the same cable as a CD-ROM can slow down the performance of the harddrive.
Make sure the harddrives are on the primary connector on the motherboard.

If you arent sure about what you are doing, it might be a good idea to find
someone to help. But if you have to do it yourself, remember that all those
cables are designed to be connected in only one way. Pay close attention to
shape and little notches and even numbering on the connectors to help you
install them correctly.
