While I can see the reason keeping kids from driving, both boys and girls, if you think women over 25 are a safer group, I have plenty of anecdotal stories to share.....alright not really, but still. Actually they should ban radios, take out food, drive through windows, smoking, passengers......all cars should have a hands detector, if both hands aren't detected on the steering wheel or gear shift for more then 4 seconds, the lights will start flashing and a decelerator circuit will kick in, slowing the car by one mile a second until it stops. Then only the police can reset the car, after the $198 fine. Heck smoke detectors should also be installed, and those breathalyzer car starters. A card reader: the driver has to swipe his drivers liscence AND proof of insurance card before it will start. And smart sensors: if the car makes a 90 degree turn from a stop without a turn signal, a small number of jackrabbit starts and stops within a given time, radar sensors that detect the space from the vehicle in front, wireless communication that will automatically stop a car from running a yellow/red light.
