Actually, they do. You cannot yell "FIRE!" in a crowded theatre and expect
to away with it. You cannot express yourself freely by running around naked
in a public place, and then expect not to be arrested. If you beat the
living daylights out of someone, you express an extreme dislike for that
person; but no healthy community will allow you to do that without being
punished.
