Unfortunatly this IS demnstrated in history and easy examples can be found in
any small municipality. 

Take San Mateo CA and human powered traspertation. There was a time when HPT
was extreamly popular in San Mateo. Then came the popularity of
skateboarding, after a few children decided to vandalize public property in
the process of scateboarding scateboarding was banned on public property.
Later, after 1 additional insident where skateboarders were loitering in
front of a conveinience store, skateboarding was banned all together. The
crimes of loitering and vandalism were already illegal, but it was the
skateboard that was outlawed. What followed was the children's shift from
skateboarding, since they couldn't do that, to BMX biciceling. After some
time HPT is now illegal in San Mateo. There is no way to legaly use HPT.
These laws are not enforced on a daily basis but by the letter of the law,
anyone using HPT in San Mateo is a criminal.

The slippery slop exists.
