Welcome! For those projects, the important thing to do is focus on some particular aspect of the problem. STEP is a huge format. See http://sourceforge.net/p/brlcad/mailman/message/32085181/ for some specific suggestions for ideas in these areas. Another possibility if you're interested in converter work would be to update, test and improve BRL-CAD's IGES importer. We have a fairly elaborate importer for that format, but it hasn't been updated in a long time (we've switched to openNURBS internally for storing NURBS geometry, for example) and IGES files are still around. The Hyrban open source car, for example, uses IGES for it's CAD files and provides an excellent test case: http://www.40fires.org/Wiki.jsp?page=Hyrban%20CAD%20models.
