Welcome! For those projects, the important thing to do is focus on some particular aspect of the problem. STEP is a huge format. See http://sourceforge.net/p/brlcad/mailman/message/32085181/ for some specific suggestions for ideas in these areas. Another possibility if you're interested in converter work would be to update, test and improve BRL-CAD's IGES importer. We have a fairly elaborate importer for that format, but it hasn't been updated in a long time (we've switched to openNURBS internally for storing NURBS geometry, for example) and IGES files are still around.
