Certainly ZFS does have higher memory requirements than other file
systems but 1GB cannot be a minimum since we do support 512MB
installations today.

Right.  It really depends on the profile of packages that are installed
on to the image.  If the text install works off the same
"babel_install" profile that the current Slim Install copies, then that
means a fairly large (> 600 packages) footprint including components
like GNOME that aren't memory friendly.
