      Good news from Lowe's, Kmart and the oil markets sent stocks skyrocketing

    After being hammered late last week, the Dow Jones industrial average rose 129 
points, or 1.3 percent, to close at 9,954.55. The Standard & Poor's 500 index rose 
14.54, or 1.4 percent, to 1,079.39, and the Nasdaq composite was up 25.62, or 1.4 
percent, to 1,782.84.
    The S&P 500 hit its 2004 low last week on concern that record oil prices will rein

WHENI started this column, I wanted to talk about interest rates. Really. After all, 
the Federal Reserve hiked the short-term rate a quarter point this week. That caused 
lots of people to wonder what would happen to long-term  mortgage rates. Some experts 
had been bandying about "7 percent"- you would have thought that was a magical number 
for long-term mortgage rates. But then I called Gregory J. Heym, chief economist of 
Brown Harris Stevens, the Manhattan-based brokerage firm. And he points out that 
there's a magical 7 percent stat, but hey, it's about the economy. "The city's economy 
grew 7 percent in the first quarter," Heym says. "That's the largest growth rate since 
the fourth quarter of 1999. " I have to tell you, 7 percent job growth is huge. "The 
city started to add jobs last year," Heym continues.  "We had this tremendous boom in 
Manhattan real estate over the last five years, and the city lost jobs left and 
right.Now you have job growth."  In other words, you had b
 uyers before, and now you have more people with jobs - more potential buyers.  
Thursday's 30-year mortgage rate of 5.8 percent (a fourmonth low!) probably won't stop

four may sound like typical young Manhattanites - except they're not living in 
Manhattan, or Brooklyn or even Staten Island. They're part of an increasingly younger 
generation that's moving out of the city and rockin' the suburbs instead. Take Butler, 
who shares a three-bedroom $1,800 rental in Rye. Every day, she commutes to Manhattan 
for her job at VH1, but in the evenings she's out and about close to home. "We're not 
sitting up here in Westchester on Saturday nights watching TV," she says. "There are

WHEN Maria Villafane's finances spiraled out of control in January 2004, she appealed 
to her long-time traditional bank for a consolidation equity loan of $500,000. Her 
Fort Greene, Brooklyn, four-family home was worth $1 million, but the bank loan 
officer rejected her application, saying her $35,000 credit card debt was too high. 
(An irony, given that she needed the money to help pay off her credit cards.)  "I felt 
betrayed because I'd been with them for a while now, but they didn't support me or 
care about my situation," she says. A month later, the New York City Board of 
Education executive assistant resorted to a specialty lender who approved her 
refinancing request right away at an 8.35 percent interest rate. "I was afraid it 
would be a scam but I got immediate help from the beginning to the end. It was the 
best decision I ever made," Villafane says. With the proceeds from the refinancing, 
Villafane paid off the higher interest credit card debt (which was costing her $90
 0 a month in payments) and the $145,000 mortgage on a second property. While her 
monthly mortgage payment went up to $4,026 per month - from $3,003 - she appreciates 
the freedom of having consolidated her bills. Villafane's loan is one of many
