The old "In working times the gates were always left open" cant possibly be
allowed anymore.
There was actiove back pumping of water supplies. No Hose pipe bans back
then.
I was always told from the early days of hirng that the gates should always
be left shut as a water conservation measure. Unless a sign at the lock said
otherwise.
