Not entirely. I think this is an issue that transcends party politics.
For example, there have been some statements from some Tory quarters
that they will strip BW of is property portfolio if they get into
power. Well, seeing that half of BW's income comes from managing
property, that seems to be a half-thought out idea (if not a half-
arsed idea) that certainly wouldn't help the current problem which
is primarily not enough funding to do the job properly.

There is an underlying principle of Govt here. If acts of God (
like the threatened bird 'flu) and ineffective management related
to a special interest (the farming subsidy) result in a Govt
department going over budget (Defra - by £200 million) then Govt should 
either cover the loses from central contingency funds or they should
be applied directly to the sub-department that caused them. Sorry
farmers, but if those losses had been taken from the 1.5 billion rebates
instead of waterways and other soft environmental interests, I suspect
there would be a new Govt in by now.
